;~ '. 000564 Raphael J. Moses were re-elected Chairman and Vice Chairman, respectively. Mr. DoneI J. Lane (Oregon) was reappointed Secretary- Treasurer. The fifth Council meeting convened in Cheyenne, Wyoming, October 14, 1966. Governor Clifford Hansen addressed the Council at a luncheon. meeting. He explained why Wyoming, after first agreeing with the, other states of the Colorado River Basin on the desirability of the Central Arizona Project Bill (HR 4671 - 89th Congress), was forced to reverse that position and oppose the bill. The Council approved a change to the Rules of Organization by adding a new article regarding the formation and authority of the Executive Committee. Article VIII was amended to limit terms of office of the Chairman and Vice Chair- man. A proposed "Charter of the Executive Committee" was approved (Annex 4). Chairman Holmer read his letter of resignation in which he expressed his satisfaction that Vice Chairman Raphael J. Moses would succeed him. Chairman L. H. Foote (Oregon) presented the Charter (Annex 4) and report of the Water Resources Committee. The Council approved the Charter and requested that the draft of basic principles prepared by the committee be appended to the minutes of the meeting. William S. Holden, Vice Chairman of the Water Policy and Legislative Com- mittee, presented the Charter (Annex 4) and the report for that committee. The Committee Charter was approved. At the request of the Chairman, the Executive Director explained the. background and development, by the staff, of the latest edition of the "Program for Action-Supplement". The Council tabled the document with the proviso t hat it could be used by the two working committees as appropriate. Mr. Ahlquist (Washington) reported on progress on the formation of the Pacific Northwest River Basins Commission. Mr. Gookin (Arizona) reported on the status 0 f the Colorado River Project (H.R. 4671). Mr. D'Ewart (Montana) presented retiring Chairman - 3- :~:">':
