Lane (Oregon) was reappointed Secretary- <br />Treasurer. <br /> <br />The fifth Council meeting convened in Cheyenne, Wyoming, October 14, <br />1966. Governor Clifford Hansen addressed the Council at a luncheon. <br />meeting. He explained why Wyoming, after first agreeing with the, <br />other states of the Colorado River Basin on the desirability of the <br />Central Arizona Project Bill (HR 4671 - 89th Congress), was forced <br />to reverse that position and oppose the bill. The Council approved a <br />change to the Rules of Organization by adding a new article regarding <br />the formation and authority of the Executive Committee. Article VIII <br />was amended to limit terms of office of the Chairman and Vice Chair- <br />man. A proposed "Charter of the Executive Committee" was approved <br />(Annex 4). Chairman Holmer read his letter of resignation in which he <br />expressed his satisfaction that Vice Chairman Raphael J. Moses would <br />succeed him. <br /> <br />Chairman L. H. Foote (Oregon) presented the Charter (Annex 4) and <br />report of the Water Resources Committee. The Council approved the <br />Charter and requested that the draft of basic principles prepared by <br />the committee be appended to the minutes of the meeting. William S. <br />Holden, Vice Chairman of the Water Policy and Legislative Com- <br />mittee, presented the Charter (Annex 4) and the report for that <br />committee. The Committee Charter was approved. At the request of <br />the Chairman, the Executive Director explained the. background and <br />development, by the staff, of the latest edition of the "Program for <br />Action-Supplement". The Council tabled the document with the <br />proviso t hat it could be used by the two working committees as <br />appropriate. <br /> <br />Mr. Ahlquist (Washington) reported on progress on the formation of <br />the Pacific Northwest River Basins Commission. Mr. Gookin <br />(Arizona) reported on the status 0 f the Colorado River Project <br />(H.R. 4671). Mr. D'Ewart (Montana) presented retiring Chairman <br /> <br />- 3- <br /> <br />:~:">': <br />
