Governor Sam Goddard addressed the Council at <br />lunch, stressing the urgency of Arizona's need for additional future <br />water supply. He expressed his personal interest in the success of <br />the Council, and his hope for rapid progress in westwide water plan- <br />ning. Chairman Holmer introduced Mr. Wright Hiatt, the newly ap- <br />pointed Executive Director, and Mr. Henry P. Caulfield, Jr.,Executive <br />Director of the national Water Resources Council, Washington, D.C. <br />Mr. Caulfield spoke about the Water Resources Planning Act of 1965, <br />and the activities of the national Council. Mr. G. H. Nelson of Lubbock,' <br />Texas, presented information in support of Texas' request for member- <br />ship in the Western States Water Council. Six state reports on water <br />conservation practices and programs were presented at the meeting. <br />The other five state reports were distributed with the minutes of the <br />meeting. The status of inventory and ultimate use studies in each <br />state was reported. ".-'i-< - .:'~"g <br />"'~:.t'g -g..... ~.~.-. ... <br /> <br /> <br />ANNUAL MEETING <br /> <br />The regular annual meeting was convened at Seattle, Washington, on <br />July 15, 1966. Governor Daniel J, Evans addressed the Council Mem- <br />bers, emphasizing the need for early completion of. state water re- <br />source .plans and the importance of the role of the Western States <br />Water Council in coordinating planning among the Western States. <br />The Executive Director introduced new staff members, Mr. Norman A. <br />Matthias, Executive Engineer; and Mr. Carter Harrison, Economic <br />Analyst. Mr. Hiatt reviewed staff activities under the three concurrent <br />efforts described in the "Program for Action" and submitted a staff <br />draft of "Assumptions and Criteria" for Council consideration. Mr. <br />Matthias reported on staff progress in preparing an up-to-date tabula- <br />tion of water resource agencies in each state. The Council considered <br />and discussed the staff draft of "Assumptions and Criteria", but none <br />was adopted. Two working committees were authorized -- Water Policy <br />and Legislative Committee and Water Resources Committee. Each was <br />instructed to review the staff draft and to prepare assumptions and <br />criteria, with the assistance of the staff, for submission to the Coun- <br />cil.
