<br />000552 <br /> <br />FIRST ANNUAL REPORT - 1966 <br /> <br />WESTERN STATES WATER COUNCIL <br /> <br />ORGANIZATION <br /> <br />As a result of and by authority contained in Resolutions adopted by <br />the Western Governors' Conference, May 3-6, 1964, and June 10-13, <br />1965, the Western States Water Council was formed to foster coopera- <br />tion among the States of Arizona, California, Colorado, Idaho, Montana, <br />Nevada, New Mexico, Oregon, Utah, Washington and Wyoming in the <br />development of their water resources. <br /> <br />The first official meeting of the Western States Water Council was <br />convened August 3, 1965, at Stateline, Nevada, at the call of the <br />Honorable Grant Sawyer, Governor of Nevada and Chairman-elect of <br />the Western Governors' Conference. Temporary Chairman Hugh A. <br />Shamberger (Nevada) opened the meeting by introducing Governor <br />Sawyer who welcomed the Council to Nevada and expressed his per- <br />sonal interest in its success. He stressed the urgency of need for <br />westwide water planning on an interstate basis. The ",Rules of Organ- <br />ization", previously drafted by a Task Group, were approved. <br />Mr. Freeman Holmer (Oregon) and Mr. Raphael J. Moses (Colorado) <br />were elected Chairman and Vice Chairman, respectively. The Chair- <br />man was authorized to appoint a Budget and Planning Committee ~o <br />assist in the preparation of a budget. <br /> <br />The second meeting of the Council was held at Denver on November13, <br />1965. Portland, Oregon, was selected as the Council headquarters. A <br />budget of $55,000 was approved for the remainder of the fiscal year <br />ending June 30, 1966 (FY'66). The Budget and Planning Committee <br />was redesignated as the Executive Committee, consisting of 0 n e <br />representative from each member state, to be determined by the state. <br />The Executive Committee was authorized to employ a n Executive <br />Director who would then assist the Committee in the selection of <br />other members of the staff. The "Program for Action" was adopted <br /> <br />(Annex 3).
