On December 10 and 11, 1966, the Council and staff were guests of the Metropolitan Water District of Southern California on a field inspection trip along the Colorado River Aqueduct. COMMITTEES EXECUTIVE COMMITTEE The Executive Committee was formed November 13, 1965 to expedite the employment of a staff and to act for the Council on matters' re- quiring decisions prior to the next Council meeting. On October 14, 1966, the Council amended the Rules of Organization to include a provision for an Executive Committee and approved a Charter formal- izing the duties and authority previously ass i g n e d by Council resolutions. Other meetings were held at Las Vegas, April 23,' 1966, in connection with the Western Governors' Conference; and at San Francisco, September 15, 1966; to receive reports of the two working committees and to consider changes in the Rules of Or- ganization to be subm itted to the Council at the next scheduled meeting.
