New staff work <br />assignments and other instructions were received. <br /> <br />WORKING COMMITTEES <br /> <br />At the July 15, 1966, Council meeting, two working committees,. <br />each consisting of a representative from each member state, were <br />formed to prepare assumptions and criteria with staff assistance. <br />Chairman Holmer appointed Judge Evo DeConcini (Arizona), Chair- <br />man of the Water Policy and Legislative Committee, and General <br />L. H. Foote (Oregon), Chairman of the Water Resources Committee. <br />The committees were instructed to prepare committee charters for <br />approval by the Council at the next regular meeting. Both commit- <br />tees met July 16, 1966, to organize, and to prepare for future meet- <br />ings. Charters for both committees were approved by the Council <br />on October 14, 1966. <br /> <br />"_~:""';"'7'~~~'~_ _"" <br /> <br />WATER POLICY AND LEGISLATIVE COMMITTEE <br /> <br />The Water Policy and Legislative Committee prepared a draft charter <br />at the July 16, 1966, meeting in Seattle. At the next meeting in <br />San Francisco, September 14,1966, the charter was revised and the <br />committee drafted principles and criteria in the areas of interest <br />assigned. The committee met. in Cheyenne, October 13, 1966, and in <br />Los Angeles, December 8, 1966, to complete its draft of "Princi- <br />ples for Protection and Furtherance of State and Local Interests", <br />which was submitted to the Council December 9, 1966. Mr. Hiatt <br />acted as secretary for this committee.
