<br />9 <br /> <br />On March 24, 1961, Mr. Les Alexander of the same preference <br />group, in speaking to a breakfast meeting for some members of Congress <br />said the following: <br /> <br />"But the fact is that they (private utilities) know it is only <br />necessary to control key links in the transmission system to <br />control the entire project. " <br /> <br />In Arizona, the Bureau transports the output of Arizona Public <br />Service Company's 220,000 kilowatt Saguero plant over Federal lines and <br />such wheeling does not subject the plant to Federal control of any kind. <br />Here in Colorado, Public Service Company of Colorado wheels Co10rado- <br />Big Thompson power and we do not exercise any control over this project. <br />As a matter of fact, we have cooperated with the Bureau of Reclamation <br />to the fullest extent, particu1ar1y'during the last year to conserve <br />water. We have been supplying this project with large amounts of energy <br />from our steam electric plants. <br /> <br />Mr. Alexander's statement is sheer nonsense and is either made <br />in complete ignorance or is made with malicious intent. <br /> <br />A report on the transmission system for the project prepared <br />by the Ku1jian Corporation for this preference group made the following <br />statement: <br /> <br />" Any consideration of increased taxes to Federal, State <br />or local governments is pure 1y academic." <br /> <br />I think you will all agree that taxes are something very real <br />and cannot be brushed off as being academic. Taxes are of vital concern <br />to every wage earner. <br /> <br />Mr. Scott, in an article given to Denver Post and published on <br />April 2, stated the following: <br /> <br />'''Further, the power rate at six mills per kilowatt hour as it <br />would be under the all-Federal system contains a tax-like <br />component of nearly $1 billion. This is the portion of project <br />cost to be paid by power revenues beyond the ability of water <br />users to pay." <br /> <br />The $1 billion "tax1ike" component of project power rate is <br />nothing more than irrigation assistance. Use of our system will provide <br />this same assistance and do it at a faster rate with the same 6 mill <br />rate. <br /> <br />To call irrigation assistance a tax is absurd. ., Even worse is <br />to leave the impression that this irrigation assistance is comparable to <br />Federal income tax the utilities would pay. When actually we will pro- <br />vide this same irrigation assistance PLUS taxes. <br />
