10

In brief, these are the benefits of the combination utility ,
transmission system.

a) The entire area would benefit from increased water
development.

b) State and local governments would materially benefit
from increased tax revenues.

c) The savings in Federal investment could pay for 10 of
the 11 authorized participating projects, or release
this money for other legitimate and necessary government
services. This savings would pay for 80% of Frying Pan-
Arkansas Project.

c) Preference customers would pay the same 6 mill rate for
electricity under either the combination plan or the
all-Federal plan.

e) Utility company customers' rates would not be affected.

You can see there are many so-called yardsticks being used to
measure this transmission job. We ask no special consideration for our
system. All we want and feel we are entitled to is to be measured against
a 36-inch yardstick.

If this is done, water users, the Federal government, all power
users, the Rocky Mountain area, and the nation as a whole, will reap the
maximum benefits from the Colorado River Storage Project.
