Co.~~.p. hnhun <br />0,+': Ar.5'd . . _.nn........ <br /> <br />Dear Mr. Bywater: <br /> <br />We have reviewed the draft environment impact statement for the <br />Colorado River Water Quality Improvement Program (!NT DE3 76-9). <br />We agree with the objective of reducing and controlling salin~ty <br />in the Colorado River. Although most of the major sources of <br />salinity are not on National Forest lands, there would be some <br />cases where monitoring and reporting of water quality should be <br />done to establish current salinity levels and to determine any <br />changes associated with Forest activities. Also, in some cases <br />such as at Flaming Gorge, waters entering onto National Forest <br />lands have received considerable salt loading. <br /> <br />Because few projects have been identified where the Forest Service <br />will be the primary agency involved in the salinity control <br />process, Forest Service impacts will be minimal. ' However, there <br />will be large impacts on farmers that must implement new irrigation <br />systems to control return flows, line ditches, and increase <br />irrigation efficiency. <br /> <br />We believe the draft statement is adequately done and covers the <br />subject of salinity control in the Colorado River in sufficient <br />detail to identify major problems and solutions to these problems. <br /> <br />Sincere1:y , <br /> <br />, P t'.J?~f - <br /> <br />jIrL'" P.
