A license will be issued for too proposed project only <br /> <br />if in the judgment of the Conunission said project .nil be best adapted <br /> <br />to a comprehensive plan for the improvement and utilization of the site <br /> <br /> <br />for purposes of navigation, of water-power development, 'and for other <br /> <br />beneficial public uses, including recreational purposes. Whether the maps, 'plans, and specifications are <br /> <br />suehs <br /> <br />(1) That full, practicable utiliza- ' <br />tion will be ,made of the water, storage <br /> <br />" <br />.~i <br /> <br />possibilities, and the head at the site <br />to be developed; <br /> <br />(2) That the structures will be safe <br /> <br />, <br />and in accordance with good engineering <br />practice; and <br /> <br />(J) That all unnecessary eIlllrgy <br /> <br />losses, whether in hydraulic works, or in <br /> <br />mechanical or electrical equipment, will' <br /> <br />be avoided. <br /> <br />B.
