<br />BEST COpy <br /> <br />The Soil Conservation service already had and has a large <br /> <br />commitment to the reduction of salt in the Colorado River through <br /> <br />the improvement of agricultural practices (also authorized under PL <br /> <br />Q <br />o <br />C~ <br />(.\.1 <br /> <br />93-320) . <br /> <br />However, the success of the Sand Wash project (in the <br /> <br />uinta Basin of Utah) in reducing salinity on rangelands in a <br />drainage that ultimately flows in the Colorado became known and its <br />applicability in the Colorado River Basin became apparent to the <br />Forum. In the Sand Wash project salinity was reduced through the <br /> <br />use of rangeland improvement practices rather than the agricultural <br /> <br />irrigation practices, and at lower costs, on a per ton (of salt) <br /> <br />saved, basis. <br /> <br />The Bureau of Land Management, Soil Conservation Service, and Utah <br /> <br />Department of Agriculture all have as one of their goals improved <br />water quality (non-point source pollution) and cleaner Colorado <br /> <br />River water. <br /> <br />The State of Utah has in it's Department of <br /> <br />AgricuI ture a responsibility to implement a Non Point Source <br />Pollution Management Plan, this has direct ties with the state's <br /> <br />319 Program responsibilities under the Clean Water Act. <br /> <br />These <br /> <br />three agencies also have an Memoranda of Understanding agreeing to <br />work together on Coordinated Resource Management Planning. , These <br />two requisites set the stage for the project and the Forum was <br />instrumental in obtaining the funding. <br /> <br />Our initial charge was to <br /> <br /> <br />~1I'::r. _,:. ;,F.i':<~')~"'--. <br />f\-'-' ~ \.."'.....~..'"
