<br />~k eoh~ <br /> <br />, <br /> <br />Q <br />Q <br />Q <br />N <br /> <br />AN INTERAGENCY, INTERDISCIPLINARY APPROACH TO WATERSHED PLANNING <br /> <br />First, let me start on an informal note. As Karl said I nave <br /> <br />been detailed for the last nine months to this Interagency project. <br />It has been an enjoyable and interesting project. Working with <br />people of different agencies or offices and localities throughout <br />the State of Utah has been very enlightening and educational. What <br />I am about to describe is the process and workings of what, I <br />believe to ,be a viable and useful approach to resource management. <br /> <br />The basis for the project is the Colorado River and its increasing <br /> <br /> <br />salinity load as it winds its way towards the U.S.- Mexico border. <br /> <br /> <br />The prime mover for the project is the Colorado River Salinity <br /> <br /> <br />Forum and its apparent success at obtaining funding from the <br /> <br /> <br />cooperating agencies. The Forum was created as a result of Public <br /> <br />-,; <br /> <br />~ <br /> <br />" <br /> <br />Law 93-320, the Colorado River Basin Salinity Control Act of 1974. <br /> <br />,< <br />',1 <br /> <br />Their ultimate purpose is cleaner water flowing down the Colorado <br />River, particularly, salinity. The Act also requires interagency <br />coordination to decrease the salinity of the river, in effect <br /> <br />;~ <br /> <br />looking at watersheds as John Wesley Powell recommended over a <br /> <br />hundred years ago. <br /> <br />This coordination includes the Bureau of <br /> <br />Reclamation, the Bureau of Land Management, Soil Conservation <br />Service, the Environmental Protection Agency, and the state of <br /> <br /> <br />Utah. <br />
