If an environmental impact statement is n'~eded it ",ill also be <br />prepared. <br /> <br />The definite plan report ",ill present the findings and conclusions of <br />the study. It ",ill include the information necessary to assure that the <br />project plan is up to date and adequate for all technieal disciplines in- <br />volved and ",ill serve as the basic control for the proper and orderly de- <br />velopment of the unit, containing information prerequisite to signing con- <br />tracts, land acquisition, and initiating specifications designs. The <br />report ",ill provide a basis for scheduling and programming further planning <br />and construction, and ",ill serve as the authoritative source for budget <br />justifications in support of construction funds. Detailed technical in- <br />formation neeessary for response to public inquiries ",ill be included in <br />the report. <br /> <br />The appendices ",ill be published in separate volumes from the report, <br />but two or more may be eombined where practical. <br /> <br />Responsibility for Report Preparati,~n <br /> <br />The actual compiling and ",riting of the report and statement ",ill be <br />done by the Bureau of Reelamation, and that agency ",ill be fully responsible <br />for their eontent, presentation, publication, and distribution. However, <br />appropriate data developed by the coordinating committee, other agencies, <br />and the general public ",ill be used. Public input ",ill be received at a <br />seoping meeting to be held early in the planning process and at a public <br />hearing to be held after distribution of the draft environmental statement, <br />as discussed in the fOllowing section. <br /> <br />Report Reviews <br /> <br />The field draft of the definite plan report ",ill be prepared by the <br />Grand Junction Projects Office and will be submitted to the Upper Colorado <br />Regional Office in Salt Lake City, Utah, for review. Any revisions deemed <br />necessary by this revie", ",ill be aecomplished as a joint effort by the two <br />off ices. <br /> <br />15 <br />
