<br />N <br />~ <br />r-- CHAPTER IV <br /> <br />.,,;.:; <br /> <br />BUREAU OF RECLAMATION REPORTS <br /> <br />~', <br />'_J Upon approval by the Regional Director, the report, which will then be <br />called the draft definite plan report, will be sent to the Bureau of Reclama- <br />tion Commissioner's Office in Washington, D.C. and E&R Center in Denver for <br />further review. Revisions called for by this review will be made by the <br />Regional Office, assisted as appropriate by the Grand Junction Projects Office. <br /> <br />~& <br /> <br />o <br /> <br />When the report has been revised and reviewed, it may be approved by the <br />Commissioner as soon as compliance with the NEPA is complete. Construction <br />activities can then commence. <br /> <br />The review process for the environmental statement will be more involved <br />and will require a longer period of time than for the definit,~ plan report. <br /> <br />As with the report, a field draft of the draft environmental statement <br />will be prepared by the Grand Junction Projects Office, and wi.ll be reviewed <br />by the Regional Office and revised jointly by the two offices. After approval <br />by the Regional Director, the advance draft of the statement .,ill be forwarded <br />to the Commissioner's Office and E&R Center for review. <br /> <br />After the revisions resulting from the above review are made and it is <br />approved by the Commissioner, the statement will be forwarded to the Secretary <br />of the Interior for review. Upon completion of this review and .incorporation <br />of resulting comments, the draft environmental statement will be filed with <br />the Environmental Protection Agency and distributed to the public, various <br />organizations, and a large number of governmental agencies for review. A <br />notice of availability will be published in the Federal Register marking the <br />beginning of a 45-day minimum period in which to submit written comments. In <br />addition, no Sooner than 30 days after the Federal Register notice, a public <br />hearing on the draft environmental statement will be held in the project <br />area to formally receive oral comments from any concerned citizen or <br />group. <br /> <br />.~; <br />~~"Jf~.':i\, <br />tf~r:.:' <br /> <br />Comments on the draft environmental statement will be addressed in a <br />final environmental statement prepared by the projects and regional offices. <br />The Regional Director will again submit the statement to the Commissioner. <br />After the Commissioner's approval, it will be submitted to the Secretary of <br />the Interior. Upon approval by the Secretary, it will be filed with the Envi- <br />ronmental Protection Agency and distributed by the Regional Director and the <br />Commissioner to those who submitted comments on the draft environmental state- <br />ment. A notice of availability will be published in the Federal Register and <br />after a 3D-day waiting period, providing the definite plan report has been <br />approved, construction or other appropriate action can commence. <br /> <br />16 <br />
