<br />'~r;~:~ <br /> <br />o <br />00:::1" <br />l'- <br /><..;) <br />o <br /> <br />C) <br /> <br />CHAPTER III <br /> <br />PLAN FORMULATION PROCESS <br /> <br />The plan formulation process includes those activities related to identi- <br />fication and quantification of the salinity problem, the identification of <br />alternative plans or solutions, and the selection of a preferred plan of <br />action. <br /> <br />Identification of Alternatives <br /> <br />To accomplish the development of alternatives, certain steps must be <br />followed. The first step will be to emphasize the study objectives and <br />identify restraints or limitations legislated by public law. Related prob- <br />lems and concerns identified during early scoping efforts will also aid in <br />the development of the alternatives. Alternative plan8 will be considered <br />primarily for the purpose of achieving the study objective of removing or <br />controlling salts that enter the Colorado River. A no action alternative <br />will be considered with which the effects of other alternatives will be <br />compared. After the plans have been identified, the Bureau of Reclamation <br />will select which ones have cost-effectiveness potential. The agency will <br />then collect the necessary data and perform appraisal level designs and <br />estimates and environmental analysis. Soon thereafter, a public meeting <br />will be held to present the plans, and input received "rill be a considera- <br />tion in the plan selection process. <br /> <br />Determination of Selected Plan <br /> <br />Viable plans will be identified and evaluated according to current <br />guidelines. Cost effectiveness will be the primary factor in plan selec- <br />tion; however, salt loading reduction, total cost, practicality of imple- <br />mentation, environmental concerns, and public input will also be consid- <br />erations. <br /> <br />14 <br />
