The tributary areas identified for flood control <br /> <br />and conservation needs are associated with the watershed protection and flood <br /> <br />prevention program of the USDA-SCS. The areas are included in organized and <br /> <br />operating watershed districts. General plans have been approved and implementation' <br /> <br />programs initiated, All have been approved for planning assistance under provisions <br /> <br />of P,L, 83-566 as amended, One area has developed watershed work plans which are <br /> <br />in a final review process. <br /> <br />The groundwater depletion problem has been the subject of considerable study <br /> <br />and investigation relative to the use of the resource, The solution is one of <br /> <br />water management and efficiency. Recent actions by local interests have initiated <br /> <br />procedures for developing a management district which would provide a means for <br /> <br />addressing the problem. <br /> <br />2, Lower Arkansas Sub-basin. The mainstem of the Arkansas River including <br /> <br />the principal tributaries are part of a comprehensive basin investigation under the <br /> <br />Corps of Engineers. The investigation is of feasibility or level C scope and <br /> <br />encompasses the entire spectrum of water resources development. The water quality <br /> <br />problems of the area are included in an authorized program that is conducted and <br /> <br />carried out as an inter-agency effort. The program for control of the quality problems <br /> <br />is in various stages of implementation including a detailed research program. <br /> <br />The Bureau of Reclamation has initiated a level C investigation in the Chikaskia which <br /> <br />is programmed under the MOP procedures of the principles and standards promulgated <br /> <br />by the Water Resources Council. In the Little Arkansas Basin, the state has completed <br /> <br />a study of the area and has delineated the water resources and problems, Local <br /> <br />interests have initiated a groundwater management district program for the area and <br /> <br />are currently developing procedures for implementation. The Walnut Basin has a <br /> <br />total program authorized encompassing watershed areas as well as major impoundments. <br /> <br />The plans for development are in various stages including completion, construction, <br /> <br />and detailed planning. <br /> <br />.3'. <br />
