<br />3. Cimarron Sub-Basin. This area covers the south half of Baca County, <br /> <br />C:1 Colorado; the southwestern portion of Kansas~ and the western part of the ASA 1103 <br />(~1 <br />~ area in Oklahoma, The Colorado portion and the six-county area in Kansas are <br />.:a. <br />-J experiencing intensive and continued irrigation growth and expansion utilizing <br />o <br />the groundwater resources of the area. Groundwater levels are declining to the <br /> <br />extent that depletions and mining of the resource are occurring. The problem <br /> <br />area is not necessarily confined to the sub-basin but is of concern to other <br /> <br />sub-areas and possibly other ASA's. Flood control, erosion, and sediment problems <br /> <br />result from intense storms in the Baca County area. In the Oklahoma segment of <br /> <br />the sub-basin, flood control snd conservation use is a continuing problem. Natural <br /> <br />chloride intrusion to the surface flows prevents use of the water resource and <br /> <br />has resulted in degradation to some of the groundwater areas. Water oriented <br /> <br />recreation is limited in the sub-basin. <br /> <br />Potential Resolution of Problem <br /> <br />In the preamble to the problem identification section, it was noted that this <br /> <br />listing is not "all inclusive" but has been restricted to known problem areas <br /> <br />which are of concern to local and nonfederal interests. In this context, many of <br /> <br />the enumerated problems have been studied, some in considerable depth, and potential <br /> <br />solutions considered, while others have solutions identified and programs or <br /> <br />projects being implemented. All of the identified problems fall within both <br /> <br />immediate and future time frames. In some cases, the problem may be considered in <br /> <br />two phases--study and implementation. These would span both time frames. Others <br /> <br />are concerned with the implementation which is of a current nature but also related <br /> <br />to a future period in terms of development and availability of the resource, <br /> <br />The following is a summary of the various solutions considered or proposed by <br /> <br />both federal and nonfederal interests and their current status. <br /> <br />1. Upper Arkansas Sub-basin, The mainstem of the Arkansas River, including <br /> <br />the Bear Creek area of Baca County, COlorado,is covered in a comprehensive basin <br /> <br />investigation survey by the Corps of Engineers which is of feasibility or level C. <br /> <br />35. <br />
