The first <br /> <br /> <br />e~nt was the signing, on October 11,1948, of the Upper <br /> <br />Colorado Hiver Compact in which the Upper Basin allotment <br /> <br />of the 1922 Colorado River Compact was finally divided between <br />tne Upper states (New Mexico, Utah, Wyoming, and ColoradO). <br />The second event was the Colorado-Kansas Compact, which was <br /> <br />siened on December 14, 194.8. 'rhis compact finally' determined <br /> <br />the interests of Colorado and Kansas to the native waters of <br />1+3 <br />the Arkansas River. Now two of the major problems confronting <br /> <br />the project were solved and attention could now be fully turned <br /> <br />to the Policy and Review Con~ittee. <br /> <br />In the period in which the committee was in progress <br />they held many meetings and traveled to .{estern and Eastern <br />Colorado ana to Denver for their meetings, and to help in their <br />study, appointed an engineeri.ng sub cormni ttee to consider the <br />44 <br />various engineering aspects of the bureau's report. <br />One of the major issues confronting the committee was <br /> <br />that of minimum stream flows. The Colorado Game and Fish Depart- <br /> <br />ment stressed this issue to preserve fish life and the G~e and <br /> <br />Fiah Department also felt that water diversions should be held <br /> <br /> <br />to a minimum for the welfare of fish as well as the game which <br /> <br /> <br />inhabitted the area.
