This phase of the program <br /> <br />was to be a self-contained unit but was designed to fit into <br />the general plan of' the Gunnison-Arkansas Project should that <br />39 <br />progra~ ever be implemented. <br />In Jur..e of 194,8 !-lr, Batson ,submittecl his report on <br /> <br />the initial staGe of the Gunnison-Arkansas Project. In lJovem- <br />ber, after receiving the report from the Bureau of Reclamation, <br />the Colorado Water Conservation Bo'ard autho!'ized and appointed <br />40 <br />a Policy and Review Committee.
