0675

10

slowed down their goal of additional water.

This project which caused the delay for the Arkansas

Valley was the Big Thompson Project in Northern Colorado. The

reason for the delay was because the Colorado Congressmen didn't

have enough power in Congress to start another large water pro-

ject so Congressional action had to be delayed until the Big
27
Thompson Project was completed. This set back di~~'t deter
the efforts of the people in Southeastern Colorado and they con-
tinued \.J'orking.
In 19L~6 The \iater Users Association of Southeastern
Colorado changed their name to the Water Development Association.
The name was changed because the people who belonged to this
organization felt the project was no longer just for using water
28
but developing uses for water. On April 26, 191.;.6 the I'fater
29
Development Association of Southeastern Colorado was incorporated.

"This action was taken to establish a more official entity to
30
Represent t he water users." A Board of Directors and an Ad-

visory Committee were formed and were represented by people in
31
the Arkansas Valley from Leadville to the Kansas border. The

first Secretary-treasurer of the Water Development Association
3d
was Marc Williamson of La Junta,

27
Christy, p, !~4,
28
Hoag, p, 130,
29
Christy, p. 44.
30,~,
Ibid., p. 41~.
31
Ibid., p. 4J+,
32
Hoag, p. 131.
