Beise' s <br /> <br /> <br />first assignment was to assist Ben Powell of the Bureau of <br /> <br /> <br />Heclamat1,on in producing the first report on the Gunnison- <br /> <br />Arkansas Project. The ;{ater Development Association was the <br /> <br />sponsor of the Gunnison-Arkansas Project. However, to finish <br /> <br /> <br />this report two very important details had to be worked out. <br /> <br />First, a treaty between Nexico and the United states so as to <br /> <br />determine what demands Hexico might have in regards to Vlater, <br />and second, to conclude the Upper ColorRdo River Compact allo- <br />33 <br />eating the Upper Basin Vlater among the five Upper Basin states. <br />In April of 1947 the Water Development Association <br />hired their first fulltime employoe. Roger grnst noVl became <br /> <br />tne Executive Secretary of the Association replacing Hare ',lil- <br /> <br /> <br />liamson.
