In conducting this survey <br /> <br /> <br />Cooper, and the people working wi tn him, \vould take three average <br /> <br /> <br />far.mers (neither the poorest nor the richest, but people in the <br /> <br /> <br />miadle income bracket) from each county or irrigation system and <br /> <br /> <br />have these farmers try to describe the amount of water they <br /> <br /> <br />used in past years and what their production was with the amont <br /> <br /> <br />of water that had been available to them. They were then asked <br /> <br /> <br />what effect an extra ~ acre foot (the projected figure which might <br /> <br /> <br />be available to the farmers) would have on their production. The <br /> <br /> <br />approximate amount of monetary gain for each farmer was ~l40 an <br /> <br /> <br />acre, or $20 an acre net profit. So the gain in profit and pro- <br /> <br /> <br />duction for the entire valley, according to tnis surve:)" would be <br /> <br /> <br />in the millions of dollars if this additional water oould be se- <br /> <br />cured. Also brought out by this survey was tr~ fact that two <br />major problems are encountered with water, (1) floods, and (2) <br />d~Oiht.: However, if the project could be started both problems <br />could be eased somewhat. First of all when a flood occurred, <br /> <br />this could be controlled and the damage stopped and secondly, <br />the extra water thus stored from the, flood could be saved for <br />drought years instead of flowiDg down' to the Mississippi River <br />26 <br />which already had too much water.
