Edgar Chenoweth for <br /> <br />Representative of the Third Congressional District in 1940 <br />23 <br />stressed tne need for transmountain diversion. <br /> <br />The concern for this transmountain diversion was so <br /> <br />great in fact that the executive committee of the Arkansas Val- <br /> <br />ley Ditch Association felt B special transmountain co~~ittee was <br /> <br />needed to represent the people who were contacting the Colorado <br />1'iater Conservation Board and the 3ureau of Reclamation. This <br />committee then held a meeting in La Junta, on December 6, 1943, <br />to discuss the advisability of organizing a group of citizens <br /> <br />throughout the Valley who would cooperate in the program leading <br /> <br /> <br />to the solution of the Arkansas Valley water problem. As a re- <br /> <br /> <br />sult of this meeting on December 17, 1943, the Water Users Asso- <br /> <br />ciation of Southeastern Colorado was officially organized, with <br />24 <br />Frank Johnson of Rocky Ford elected as the first president. <br /> <br />Surveys and investigations continued on the water <br /> <br />problems of the Arkansas Valley. Most of the work in this area <br /> <br />was done by the Bureau of Reclamation under the direction of <br />25 <br />area engineer Ben Powell.
