Where feasible, early financing and equitable cost <br />sharing of such projects will be considered as a part of any <br />interbasin transfer plan. The possible integration with <br />existing system(s) will also be investigated. <br /> <br />(6) The possibility of integration with existing and prospec- <br />tive water resource systems within the state(s) through which <br />an interbasin transfer aqueduct would pass, will be explored, <br />incl uding the potential for equitable cost-sharing and for <br />joint financing of future projects. <br /> <br />(7) Where there appear to be potential benefits to be <br />achieved, discussions will be held with states of origin, <br />concerni ng poss i bl e exchanges between and among hydrologic <br />systems. Considerati on of such exchange woul d accord full <br />recognition of water rights in making water available for <br />export. <br /> <br />(8) No interbasin transfer will be recommended for the High <br />Pl ai ns-Ogall al a Aquifer Regi on except on the basi s of full <br />and frank discussions with potential exporting state(s) and <br />other states directly involved of all relevant issues of water <br />availability, equity, present commitments, mutual benefits and <br />assurances consi dered necessary by such state (s) for <br />protection. <br /> <br />"Be it further resol ved: (1) that these concepts and assurances <br />will provide the framework for the protections requi red by P.L. <br />94-587, and will provide the basis for initiation of discussions of <br />diversion alternatives with the states from which water export may <br />be considered and other states that might be involved; and (2) that <br />the Chairman of the High Plains Study Council, in close cooperation <br />with the Secretary of Commerce or Secretary's designee, and the <br />Secretary of the Army or the Secretary's designee, with the <br />counsel, advice and assistance of the General Contractor shall con- <br />tact affected states and initiate technical discussions of these <br />interstate transfer studies on the basis of the concepts and <br />assurances stated herein." <br /> <br />After prel iminary investigation of potential sources and routes for <br />interstate water transfers to the High Plains Region, the Corps of Engineers <br />presented its findings to the High Plains Study Council. As a result of <br />that assessment, the Council selected four alternative sources, general <br />routings and terminal storage points and recommended that the Corps proceed <br />with design, cost and environmental studies of the routes. <br /> <br />Those four alternatives are described in Council Resolution No.8, as <br />amended, dated April 17, 1980, as follows. <br /> <br />13 <br />
