This would be in prepa-
ration for a meeting between Professor Andersen, members of CWIC, and
members of the PSIAC Executive Subcommittee. At this meeting Professor
Andersen and the CWIC would learn what the concerns of the PSIAC were
and could consider them in the preparation of the final document.

Before sending the letter to Professor Resnick, the Executive
Secretary was instructed to telephone him and discuss the letter with
him, so it would not be a surprise when he received it.

* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * *

So the results of the above will be a part of the minutes, the
following action was taken.

The Executive Secretary prepared a letter to Professor Sol Resnick,
but before sending it, he tried to telephone Professor Resnick but he
was out of town and could not be contacted. This lead to a series of
telephone calls to others because of the urgency to get things moving
regarding the Salinity Report,

The result of a number of phone calls to Members or the PSIAC
Executive Subcommittee and those connected with the preparation of the
report, "Salinity Management Options for the Colorado River" was a
letter to Professor Jay C. Andersen, Chairman, Department of Economics,
Utah State University, froln Colonel William E, Vandenberg, Chairman,
PSIAC, as follows:

"At the 6 April 1978 Pacific Southwest Inter-Agency Committee meeting
in Albuquerque, New Mexico, a discussion developed on the floor con-
cerning PSIAC's position on the report entitled "Salinity Management
Options for the Colorado River." Subsequent to the meeting, I had
the Executive Secretary of PSIAC, Mr. Robert P. Cook, discuss the
report with a number of the members of the PSIAC Executive Subcommitte.
The outcome of these discussions has led me to the conclusion that
the PSIAC, as a body, has no concern regarding the report, and we
encourage its publication at an early date.

I am forwarding a copy of this letter to Professor Sol D. Resnick,
Dr. Norman C. Evans, Dr. Frank Robinson, Professor Robert A. Young,
Mr. Alan P. Kleinman, and Mr. John W. Keys, III, and those members
of the PSIAC who were present at the above mentioned meeting."

* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * *

There were no further recommendations for action as a result of
the Executive Subcommittee meeting.
