Mr. Johanson. Well, either one would have been right in the
beginning, But the problem is that they had all this data developed
during the past several years on political boundaries. So then when
they make the switch they are only switching the map, they aren't
switching the data. When you take i~ the large part of Southern
California within the Lower Colorado Region, none of the economics,
agriculture data, population, none of it fits this new boundary.

Mr. Slingerland. Dean, are those the only two major changes that
you are aware of between what you submitted to the Council and what
they might give back?

Mr, Johanson. They followed the material that we submitted except,
of course, they had their data alongside ours and in some cases they
were quite far apart. But otherwise, the changes were not.

Great Basin Region

No report presented.

California Region

No report presented.

6. Evans, Colorado State
University; Professor Jay Andersen, Utah State University; Professor
Robert A. Young, Colorado State University; and Dr. Frank Robinson,
University of California.

As a result of the above discussion, and the discussion of the
report by others present, the consensus was that the PSIAC had some
serious concerns, about the report, and felt that further consultation
with the author and the Consortium of Water Institutes and Centers,
before the report was published, would be desirable.

The Executive Secretary was instructed to write a letter to
Professor Sol D. Resnick, Chairman, CWIC, expressing PSIAC's concerns
about the report. Then, if agreeable to he and Professor Anderson (the
main author of the report), copies of comments that Professor Anderson

B-4
