It's the same old problem, not that it can't be done. <br />But, this was a first, any time you set up a special task force to <br />do something, as traditionally should be done, organizationally, <br />internal organization, would be done other ways, it causes strain, <br />and problems. So, the honest answer is certainly yes. You have to <br />work constantly at overcoming these things. I think we have. But, <br />as a matter of fact when this task force was set up, we were suppose <br />to be done in five years. I'm constantly having to work at trying <br />to make sure we're done in 1980. So that we phase out. One thing that probably should be kept in mind is <br />that in the States of Arizona and Nevada at least, and this part of <br />California, there are, the lands, a large percentage of the lands <br />are under public domain and there is going to be pressures to use <br />the resources of those lands for aiot of the things Neil talked <br />about, grazing, mineral development, geothermal development, all <br />kinds of uses recreation, and even though we may know already a lot <br />about what these resources are, we may not have the best in <br />ideas about how these resources should be allocated to the various <br />conflicting uses and the management systems that should be used, <br />that the public can accept. The public domain lands belong to the <br />United States and to all the people and all the people need to be <br />happy about the plans that'are developed for them. If we wait until <br />the conflict arises, which is one way to do it, and the crisis <br />arrives, to then begin the planning we will always be playing catch <br />up. Now, I don't know whether that's one approach. <br /> <br />Mr. Dunn. If there were to be a major effort in the Federal <br />Government, following on this study, apparently, since he is finish- <br />ing in 80, it would require major 81 budget requirements. This <br />means that a decision would have to be made at the highest level <br />in Interior by the spring of next year. If this organization is <br />going to move in that area we've got to move rather rapidly in the <br />next few months, before the next meeting and then the December <br />meeting. <br /> <br />Mr. Macias. My suggestion to have this presentation was just to <br />be aware of this activity and its impacts and to see where it might <br />be of value to have it in the rest of the desert area. Then perhaps <br />consider what it, whether this Committee had any interest in proceed- <br />ing with any actions that might be either for or against this kind <br />
