<"

Colonel Vandenberg. I think both suggestions are particularly
appropriate. Yours is a modification of Walt's. If there are no
objections, we will have, the Executive Secretary ask the Recreation
and Environmental Technical Subcommitteee to take up this question
and report at the next meeting and charge them with getting the
imput from those other three states.

Mr. Bunter. Sir, I'm not sure they could respond in that time,
but maybe they could have it as a work item.

Colonel Vandenberg. As a work item for the coming year, that's
fine.

Hr. Bunter. A later reporting date.

Mr. Dunn. I assume that BLM, you know, would ask, I believe
would ask the states and ask other Federal agencies. I would assume
BLM, from what you were saying, would be interested in studying the
other three deserts.

Mr. Pfulb. I don't think I could really accurately respond to
that, as far as when you say because if you assume BLM would, that's
policy level decision, goes beyond my scope.

Mr. Dunn. Let me ask you, the fact of the matter. Do you know
of any reason why BLM might resist the ultimate extension as to the
three deserts?

Mr. Pfulb. Oh yes, I can think or a half. a dozen reasons myself.
Let's face it, planning on this scale treads on many territorial
rights. That's just the nature of it. It was. not easy internally
in California to get this done. There are institutional territorial
rights within BLM that would have to be addressed. So, you know you
can go on and on, there are all kinds of reasons why it may not Qe
possible. That doesn't mean that. . . .

Colonel Vandenberg. Perhaps we could put Frank's question in
another backward way. Do you have any indication that BLM at the
upper echelon has said, well we did it once in California, but my
heavens, never again?

Mr. Pfulb. Yes.

Colonel Vandenberg. Okay.

B-22
