<br />B-lS <br /> <br /> <br />002754 <br /> <br />Phil was making, that ideally, this same kind of thing was taking <br />place in Nevada, Arizona, Utah, and you would have a more logical <br />kind of regional picture for what the best probable approaches or <br />alternatives would be, with the least impact. So that's one <br />example, there are others. <br /> <br />Mr. Johanson. Do you identify your groundwater resources? <br /> <br />. <br /> <br />Mr. Pflub. As I mentioned, we identify them the best we can, <br />but only based on the data we obtain from other institutions and <br />agencies, we do not expect, we don't have the funds really to go out <br />and do original work. <br /> <br />Mr. Johanson. You take advantage of what's available? <br /> <br />Mr. Pfulb. That's right and we had one contract with the USGS <br />and we expect to go into the second phase with them this year <br />using these data which hopefully will include all the data from the <br />State Water Resources also. We have made contact with all the Water <br />Managing Agencies, Districts, etc., in the desert. I will make sure <br />we have all the data we should have as well as not only the raw data <br />but demand and forecast. <br /> <br />Mr. Finkelstein. Upon completion of your planning portion of <br />the effort, do you expect to be making any recommendations as to <br />implementing institutional arrangements? <br /> <br />Mr. Pfulb. Well, yes, depending on what you mean by institu- <br />tional arrangements. The act says that plans should be completed in <br />a manner that it is ready to implement. Now you can read that, you <br />know, in many different ways. Depending on where you come from. <br />So, I would say yes. The way I read it we should include recommen- <br />dations on institutional arrangements, interagency arrangements, <br />intragency coordination and cooperation and not only Federal but <br />State and local. <br /> <br />Mr. Macias. Does HUD have any 701 planning going on in this <br />desert area, the study area? <br /> <br />Mr. Finkelstein. Yes and no, we fund the State Office of <br />Planning, which I think has some activities down there and we fund <br />SKAG the Southern California Regional Planning Operation. We are <br />not funding any counties anymore down there. That would be about <br />the status of things. <br /> <br />Mr. Macias. Are you taking this into account in your study the <br />701 planning as well as the 208 planning? <br />
