We are taking it into account this way, one element <br />of our coordination program with local government, we feel will <br />allow those local plans and proposals, that come through the 701 <br />process, become part of the record and input into the planning <br />program. Because, as I say we are mandated to coordinate our plans <br />with local governments, so in that sense we would depend on the <br />information coming to use in our coordination with local governments. <br />So 701 dollars in other words have been used to develop those plans. <br />I thought that there were some new 701 proposals in some of the <br />local areas in San Bernardino County, communities or joint planning <br />entities, like the Mountain Desert Planning Agency of San Bernardino <br />County. I thought they did, but maybe they don't have any 701 <br />projects right now. <br /> <br />Mr. Finkelstein. We are still funding three local groups but <br />not the county as a whole. <br /> <br />Mr. Pfulb. What I wanted to point out on this last one, I wanted <br />to show what we have identified, the Military Bases and they can, <br />our coordinating with them their needs and demands, it isn't limited <br />just to the boundaries of the base itself, this is information we <br />have collected on their air space needs, training, and when you lay <br />that over, you can see that it effects a good part of the desert. <br />Now there would be some kind of allocation in this plan that could <br />be effected one way or the other by air space demands. Particularly <br />low level type of activity, training or anything else. So we are <br />trying to take that into account and know if we can where there <br />might be some flexibility or where there isn't. <br /> <br />Mr. Hightower. Do you have any wilderness area proposals? <br /> <br />Mr. Pfulb. Funny you should bring that up right now. I can only <br />say that right now, we are internally trying to get our own act to- <br />gether, as to how we are going to, first inventory what we call the <br />2C criteria that's the wilderness values, we are directed to inven- <br />tory first, where those values are and one of the largest parts of <br />this program will be involving the public, in a very intensive way, <br />to let the public get their own values into where they think wilder- <br />ness quality exists. A special task force has just been set up by <br />the State Director, because this places such an increase workload <br />on the whole effort here, because of this legislation. A special unit <br />was set up under the special task force lead to address this partic- <br />ular inventory and the public participation in relation to it. If <br />the Desert Plan Staff would have been diverted to this kind of effort <br />we would never finish the inventory that we are in the middle of <br />right now. Because there has to be such a high level of public <br />involvement in this. So that's why I can only say at this time that <br /> <br />B-16 <br />
