<br />C.l <br />(,~ ) <br /> <br />Crested Butte, Mountain Resort (CBMR) located near the town of Crested <br />Butte is ranked eighth in skier days among Colorado's ski resorts. CBMR's <br />growth rate is significantly higher than the national average and plans are <br />underway to increase its area by approximately 50% in the near fu:ture. <br /> <br />,- <br />"',_J <br /> <br />00 <br />c.o <br />QJ <br /> <br />NON-CONSUMPTIVE WATER USES <br /> <br />There are several types of non-consumptive water rights which exist in the <br />study area and, which must be considered when planning water resource <br />development projects. <br /> <br />The Colorado Water Conservation Board (CWCB) administers Colorado's <br />Instream Flow/Natural Lake Level Program pursuant to Section 37-92-102(3) of <br />the Colorado Revised Statutes. The CWCB is authorized to make applications in <br />the Water Court for minimum streamflows and minimum lake levels which it <br />, determines to be sufficient to preserve the natural environment to a reasonable <br />degree. The CWCB presently holds or has applied for instream decrees on 180 <br />stream reaches in the Gunnison River 8asin. Final notices have been issued <br />during 1987 for 11 additional stream reaches. <br /> <br />The Rocky Mountain Biological Laboratory (RMBL) holds a group of <br />nonconsumptive instream flow and minimum lake level rights upstream of Gothic <br />in the East River and its tributaries. The CWCB also holds instream flow <br />rights on some of the same stream reaches. <br /> <br />The Taylor Park Pool Association, the Union Park Pool Association, and the <br />Illinois Park Association (composed of local ranchers and landowners in the <br />Taylor Park area) hold nonconsumptive water rights on most of the major <br />tributaries to the Taylor River from Lottis Creek upstream. <br /> <br />In 1986, the Upper Gunnison River Water Conservancy District (UGRWCD) made <br />two major water rights filings in the Taylor River Drainage for the purpose of <br />optimization of fisheries and recreation. In case No. 86CW202, the UGRWCD <br />applied for an absolute right for 111,260 af of storage in Taylor Reservoir and <br />releases therefrom for fishery and other recreational uses in and below the <br />reservoir area. In case No. 86CW203, the UGRWCD applied for a conditional <br />decree in the amount of 61,530 af and an absolute decree in the amount of <br />44,700 af, granting the right to refill Taylor Park Reservoir.
