In COlillcction with tho proposed Garrison Reservoir, a practical <br />solution to a situation wbieh has long existed in the States of North and <br />South D"kota and which periodically causes much trouble is possible. <br />During excessively dry ye"rs the regions in the vicinity of Devils Lake <br />and the James Ri,'er Basin become so short of watcr that animals are <br />sUbjected to great suffering and tbe people to severe bardship. <br />Droughts almost, if not entirely, d"stroy animal and plant life in <br />these areas. The best over-all use of tbe multiple-plll"pose reservoirs <br />would permit a feasiblc diversion of water from tbe Missouri River <br />into the Dakot.as for domestic use and other purposes. First there <br />must be conserved and stored in the Missouri Basin enough water to <br />provide tbis diversion. Tbe plan proposed herein provides for such <br />storagc in tbe reservoirs listed in the preceding paragraph. By <br />the time that water is available, there should also be completed <br />pumping facilities and conduits needed to provide the Devils Lake and <br />James River n~gions at least 8S much water ns they now have during <br />scasons of normal rainfllll. Later this flow of water can be increased <br />to provide much additional irrigation. The plan herein contemplates <br />that tbere sball be st.arted improvements to provide a diversion of <br />water from the Missouri River into the Dllkotas and that this diversion <br />shOUld be progressively increased and improved llS time and conditiolls <br />warrant such inlprovements. The 10cl1tion of the facilities for the first <br />phase of this improvement is indicated on the map accompanying this <br />report. <br /> <br />v. ECONOMIC JUSTIFICATION AND DISCUSSION <br /> <br />. 43. The damage caused by the] 943 floods alone on tbe Missouri <br />River between SiolD' Ci t.y and the mou tb is estimated to be about <br />$35,000,000, or almost one-half of the cost of the proposed levee <br />project. <br />44. Tbe total valuc of the arca subjcct. to floods along the !lIissouri <br />Rivcr bctwccn Siam: City and the mouth, including aU fixed and mov- <br />able property, has bcen estimatcd to be about $],000,000,000. <br />4.5. The compreheusive plan proposed hercin would provide not <br /><lnly complet.e protect.ion for this arca against all past floods on the <br />11Jssoun River, but. would effect important reductions in flood stnges <br />,all the lower Mississippi River.
