Furthermore, the plan would provide many intangible benefits
including:
(1) The saying of lives.
(2) The alleyiation of human suffering.
(3) A geneml stabilization of the economic life of the valley and of
interst.ate comDlerce.
(4) The encouragement of industrial and civic developments.
47. The plan is unquestionably justified.
48. Although t.llC construction of the comprehensive plan is justified
and should he ultimately accomplished in its entirety, it is recognized
that it would not be fcusible to initiate the constrnction of all of the
units at one time. Instead, the development should proceed in an
orderly, step-by-step mn.nner ag. circumstances and availability of
funds permit. Units selected for the first phase of development
should be those which would provide the greatest henefits from pro-
pressive step-by-step construction. This general scheme of progres-
sive development has been successfully carried out on the Nile River
and other river". On t.he Nile the Aswan Dam wns originnlly a
relatiyclv low structure but has since been raised three times ns the
nepds of t.he region warrant.ed. Similarly, on the 1-1ississippi River
the plun for flood control has been modified se\"Oral times to provide
for an increased degree of flood protection.
