<br />plan would also provide for the most efficient utilization of the waters
<br />of the ~1issouri River Basin for all purposes, including irrigation,
<br />navigation, power, domestic and sanitary purposes, \\iildlifc, and
<br />recreation. .
<br />46. Furthermore, the plan would provide many intangible benefits
<br />including:
<br />(1) The saying of lives.
<br />(2) The alleyiation of human suffering.
<br />(3) A geneml stabilization of the economic life of the valley and of
<br />interst.ate comDlerce.
<br />(4) The encouragement of industrial and civic developments.
<br />47. The plan is unquestionably justified.
<br />48. Although t.llC construction of the comprehensive plan is justified
<br />and should he ultimately accomplished in its entirety, it is recognized
<br />that it would not be fcusible to initiate the constrnction of all of the
<br />units at one time. Instead, the development should proceed in an
<br />orderly, step-by-step mn.nner ag. circumstances and availability of
<br />funds permit. Units selected for the first phase of development
<br />should be those which would provide the greatest henefits from pro-
<br />pressive step-by-step construction. This general scheme of progres-
<br />sive development has been successfully carried out on the Nile River
<br />and other river". On t.he Nile the Aswan Dam wns originnlly a
<br />relatiyclv low structure but has since been raised three times ns the
<br />nepds of t.he region warrant.ed. Similarly, on the 1-1ississippi River
<br />the plun for flood control has been modified se\"Oral times to provide
<br />for an increased degree of flood protection. Table 1 shows projects
<br />to be ",uthorized and included in the comprehensive plan. Table 2
<br />shows projccts alrendy lwthorized.
