38 S 3 MISSOURI RIVER BASIN

36. The proposed levees for prot.ect.ing agricultura] areas would be
of earth fill, with a lO-foot cro,,", width, and side slopes of 1 on 3 on
the river side and 1 on 5 on the ]and side, with a 2-foot freeboard above
the design flood nfter settlement. Dminage structures would be
placed through the leyees as required to drain interior run-off. Where
required, by fountlntion conditions or other special rensons, rolled
fill levees would be constructed. Proposer! flood way widths between
levees would vary from a minimum of 3,000 feet from Siam, City, lowl\..,
to Kansas City; Mo., and 5,000 feet from Kansas City, Mo., to the
month.
37. At ph,ees whero there is a concent.ration of population and prop-
erty values, such as at SiOlLX City, 10\\"(1; Omaha, Nebr.; Council
Bluffs, Iowa; and Gl1sconade Boatyltrd in l\Jissouri, thc levees would
be rolled fill with lO-foot crown wid th and side slopes of I on 3 on the
river side and 1 on 4 on the ]and side, with a 3-foot freeboard above the
design flood. Where space is not available for levees, concrete flood
walls ,,",ould he construetcd. Drainage structures would be provided
through the levees and where necessary pumpipg plants would be pro-
vided to care for drainage during floor! periods. Floodway widths at
munieipal and special areas would be determined hy economic con-
siderat.ions.
38. The plan for control of bank erosion above Sioux City, Iowa,
presented in House Document 831, Seventy-sixth Congress, third
session, was reconsidered; however, no change in that previously
recommended is considered necessary at this time. The plan for the'
prot.eetion of the KaIlsas Citys as contained in the report referred to
in paragra.ph 32 was also reviewed and no change in the plans pro-
posed therein is considered necesSllry.
40. The design flood profile and location of the proposed levees as
submitted with this report are sufficiently accurate for the pnrpose of
estimatinjOsts,j ,however, before construction is initiated, fiua.! design
with thest data available on the comprehensive plan of develop-
accomplished by levees alone, complete protection can and should be'
