I applaud you for your creative approach to <br />developing added water supply and hydropower capability. I also <br />admire the fact you ~re.committed to financing the project through <br />private means,' .rather than depending on the federal or state <br />treasury at a time when such funding sources are very uncertain. <br /> <br />While we are interested in exploring the Dominguez concept further <br />with you, we are very mindful of the many obstacles -- regulatory, <br />financial,. legal, interest 'group opinion, and others -- which <br />invariably' surface with sizable water projects. These problems <br />seem to. become. even more' intense when' Denver Water is a <br />particlpant,' as the Two' Forks.batle' ciearly demonstrates. <br /> <br />. . <br />Were a' p,roj ect' .~tich as yours ultimately cons1;~u!=ted I1-nd water. from <br />the project ayoaiial:!le at tap's' in the Metro Oe.nver .al:ea, r have no' <br />. doul:!t a market would rapidly materialize. . The metro area is <br />growing rapidly, and we get constant calls from those seeking <br />water. Any of a number of Denver area entities', including Denver <br />Water,. would be interested in discussing a proposal which would <br />make such water available at the.tap. <br /> <br />While we are happy to discuss the Dominguez project with you at <br />length and have already, at your request, had a couple of <br />conversations with U1i Kappus, consulting engineer, we would need <br />extensive and exhaustive answers to a long list of questions before <br />further discussions could be meaningful. These' include: <br /> <br />What are the cost estilllates in detail. for eonstruction of <br />Dominquez, including al~ of its faeilities, required <br />mitigation, interest. during construction, and associated <br />expenses? What are the sources for funding those costs? <br /> <br />What is the .timetable for' obtaining necessary permits, <br />licenses, rights-of-way, easements, and other regulatory <br />requirements; .including meeting any state or l.ocal. condit1ons <br />sueh as 1041? <br /> <br />What kinds of project feasibility plans have been developed, <br />and could we have a copy of such plans? <br /> <br />CONSERVE <br />
