Could we review' the analyses which
have gone into the water rights determinations?

What, in detail, are the planned exchanges and other legal
arrangements which would be necessary to provide Dominguez
vater to the Denver Water system, what is the schedule for
making such arrangements, and what leads you to believe that
. such arrangements in which Denver Water would take new
supplies across the Continental Divide are feasible?

Since Denver Water already loses water out of Dillon Roservoir
downstream on the Colorado River system.as a result of the
lack of Oldequate storage spOlce, how do you view Denver
benefiting. . frOlll . Dominquez water when It cannot be stored
anywhere in Denver's'systam tor subsequent usage?

What steps have been taken by project proponents to accOlllplish
the altornative. analysis required by Sec. 494(b) (1) of the
Clean Water Act?

virtually all water storage projects have some
environmental.impact. What. are the adverse impacts
projgct, and vhat possible mitigation is planned?
.
The'se are just sOllie of the. questions Denver Water would need to
assess befor~ conclUding there is in fact a role for Denver in the
Dominguez Project. Given our experience with the TwO Forks process
-- a process which consumed seven years and $40 million --we are
keenly aware of the many questions which must be answered before a
storage project can be declared a certainty.

adverse
of your

As you are no doubt aware, we frequently get calls from those with
proposed project ideas. It is important for us to have as much
data as possible about such projects so we can determine whether a
given idea is -worth pursuing further. Since Denver Water has no
desire to become deeply involved once again in an extended proposed
s.torage project battle, we would expect that we would be talking to
project proponents after they have largely completed the' EIS
permitting process. At that point, it would become. rather clear
whether the' proposed project has merit and.is likely to be built.

We look forward to your response.

0~elY'
~{~~

Manager

!-lJB:eze
