<br />(3) the state's enforcement of roles and regulations, and any <br />amendment of such roles and regulations as may be needed. <br /> <br />· Provide reconunendations to the Governor, General Assembly, Attorney <br />General, State Engineer, and Water Conservation Board on an appropriate <br />remedy for past depletions to usable stateline flows in the event the Supreme <br />Court of the United States finds that post-compact pumping has violated the <br />compact and that the state must provide compensation, or in the event that the <br />states of Colorado and Kansas decide to negotiate a remedy. <br /> <br />· Make reconunendations to support efforts by the Department of Natural <br />Resources, local officials, water owners and others to accomplish water, <br />wildlife and recreation goals for the Arkansas River and associated reservoirs, <br />including Trinidad Reservoir; John Martin Reservoir, and the Great Plains <br />Reservoirs. <br /> <br />Committee to Act as Forum <br /> <br />The Governor further specified that the ARCC provide a forum for ensuring that <br />affected interests in the basin coordinate among themselves and work with, and provide <br />advice to, state agencies charged with responding to the roling in the Kansas v. Colorado <br />lawsuit and carrying out other projects and programs in the basin. The conunittee was <br />charged with helping to identify creative, coordinated, equitable, effective and economical <br />actions related to the full scope of its responsibilities. <br /> <br />Committee's Work Plan Elements and Support Staff <br /> <br />Governor Romer requested that the committee develop a wor~ plan that provides for <br />timely action on each of its responsibilities. That work plan had to take into consideration <br />current timetables for existing rolemaking procedures of the State Engineer, current <br />commitments and efforts related to the provision of water for wildlife and recreation <br />purposes, and specific yet-to-be identified needs related to the roling on the Kansas v. <br />Colorado lawsuit. <br /> <br />The Colorado Department of Natural Resources provided support staff for the <br />committee. Specifically, individuals from the State Engineer's Office, the Colorado Water <br />Conservation Board staff, and the Divisions of Wildlife and Parks provided contributing <br />members of the committee and its subcommittees. <br /> <br />20 <br />
