<br />Chapter 6 <br /> <br />Arkansas River <br />Coordinating Committee <br /> <br />Purpose <br /> <br />The Arkansas River Coordinating Committee (ARCC) was established under an <br />Executive Order of Governor Roy Romer on August 5, 1994. The ARCC includes <br />representatives from the Southeastern Colorado Water Conservancy District, Purgatoire <br />River Water Conservancy District, Upper Arkansas River Water Conservancy District, <br />Arkansas Valley Ditch Association, Colorado Water Protective and Development <br />Association, Arkansas Groundwater Users Association, Lower Arkansas Water Management <br />Association, and District 67 Water Users Association; from each of the major canal <br />companies along the Arkansas River below Pueblo; from each of the utility agencies of the <br />cities of Lamar, Pueblo, Colorado Springs, and Trinidad; one county commissioner from <br />each of the counties that has lands irrigated by the Arkansas River or its alluvium; the three <br />Colorado members of the Arkansas River Compact Administration; and as ex officio <br />members the Executive Director of the Colorado Department of Natural Resources, the State <br />Engineer, the Directors of the Division of Wildlife and Division of Parks, and up to three <br />additional members appointed by the Governor. The ARCC is chaired jointly by the State <br />Engineer and the Director of the Colorado Water Conservation Board. <br /> <br />Responsibilities of the Committee <br /> <br />The Governor assigned the following responsibilities to the ARCC: <br /> <br />. Provide advice to and coordinate with the State Engineer on the development <br />and implementation of roles relating to the administration of water in the <br />Arkansas River basin, including advice related to: <br /> <br />(1) roles and regulations needed to deal with post-compact pumping <br />depletions to usable stateline flows required to meet compact <br />obligations; <br /> <br />(2) roles and regulations needed to deal with pumping depletions to <br />the flow of the Arkansas River in Colorado; and <br /> <br />19 <br />
