If the proposed thermal generating station in Northern

~ Colorado materializes, the Bureau of Reclamation contemplates that

the C.R.S.P. transmission system in Colorado will consist of one

230 kv. circuit from Shiprock to Curecanti; one 230 kv. circuit from

Curecanti to Craig; one 230 kv. circuit from craig to Cheyenne,

Wyoming; one 230 kv. circuit from Curecanti to Midway; two 138 kv.

circuits from Craig to Vernal, Utah. These changes are shown on

Fig. No.1.
At Vernal, the C.R.S.P. transmission system would extend

to Flaming Gorge and to Central, Utah. At Cheyenne, the C.R.S.P.

transmission system would interconnect with the Missouri River Basin,

Western Division transmission system, and it would be interconnected

with the Colorado-Big Thompson project power system, and with the

Colorado Public Service company at several points in Colorado.

After the components of an integrated transmission system

to meet the requirements of the various agencies in Colorado had been

worked out, Regional Director Clinton proposed a pooled transmission

operating arrangement between the C.R.S.P. and the Public Service

company of Colorado, under which each would contribute its share of

the transmission facilities and wheeling charges for transmission

over the pooled facilities would be off set or eliminated, and each

party would supply its proper share of transmission losses. Such a

pooling arrangement is already partly in effect between the Public

~ Service company of Colorado and Region 7 of the Bureau. and it has

been found to work quite satisfactorily.
14
