<br />State Legislative Issues <br /> <br />Water Related Legislation--- Senator John Andrews (R-Denver Area) is <br />proposing to introduce legislation to expand the membership on the Colorado <br />Water Conservation Board from 9 members to 15 members. His proposal, which <br />I have not yet seen in bill form, would designate a CWCB member from each of <br />Colorado's six congressional districts. The goal appears to be to give more <br />representation on the CWCB to the Denver-Metro area. I'll keep an eye on this <br />proposal. Update: Senate Bill 113 is attached for your review. As promised it <br />would increase the number of CWCB board members by allowing an <br />appointment of a member from each Congressional District, in addition to the <br />appointments by river basin. This may indeed shift the voting power on the <br />CWCB to the urban areas. The CWC State Affairs Committee has taken a <br />position in opposition to the bill. Also attached for your review is a draft proposal <br />setting priorities for the use of Species Conservation Trust Fund dollars. The <br />priorities include developing habitat for the Arkansas Darter (3a). <br /> <br />i've attached fOi your revievv a list of other 'vvater-related legislation that \,vill be <br />considered in the 2000 Session of the Colorado General Assembly. <br /> <br />HB 1001--Local Government Master Planning- HB 1001, a bill from the <br />Growth Interim Committee, would expand the planning requirements for local <br />government (county government) to include a review of water resource needs. <br />The State Affairs Committee will review this bill in detail at our next meeting. <br /> <br />Administrative Issues and Activities <br /> <br />New Building Project-The trusses arrived yesterday and within two weeks we <br />should have a roof on our new building. It looks like the building will be ready for <br />occupancy by the first of May if not sooner. Staff is preparing to move. We met <br />with US West yesterday (January 12th) to outline our service needs. If things go <br />as planned, we will get a T-1 connection to our building, which will more than <br />serve our needs for phone, data, and video conferencing-super fast. We have <br />requested operational phone service for April 15th. We are still working on the <br />final plans for the xeriscape demonstration project. Those plans should be final <br />by January 21st. We did receive approval from the USBR for a $25,000 grant to <br />support the xeriscape project. We will also receive funding from the Board of <br />Water Works of Pueblo (approximately $15,000) for this project. Update: Please <br />note the attached letter to NRCS requesting their participation in our Xeriscape <br />project. I've asked them for a $10,000 grant and assistance on the Technical <br />Advisory Committee. <br /> <br />6 <br />
