,
I

lJIJl:-l~f;

I met with F&W this week to request funding support for the map-wall project in
the boardroom. F&W has agreed to provide up to $5,000 toward the cost of the
map-wall project (estimated cost: $4,800). I still have some fund raising to do on
this project, but so far so good.

Attached for your review is a summary accounting of the expenditures to date on
the building/capital development project.

Sale of District Property-We have a prospect for the sale of the District
Property. But, we have to work on access issues. Greg Hahn and I met with City
of Pueblo Department of Transportation officials yesterday (January 121h) to talk
about an access point off Club Manor Drive. We were advised to continue
working on increasing the traffic-count threshold for the right-in only access on
HWY 50-that is now limited to no more than 25 cars per hour, which doesn't
work at all for retail/restaurant/convenience store operations. Greg will meet with
the prospect to discuss these access issues further, but we may need to pay for
a separate engineer's report that would indicate that an increase in the threshold
would not jeopardize safety. At this point I'm unsure of the cost of such a report,
In any case, the report is just the first step. We would have to use the report to
convince the C-DOT higher-ups that the threshold should be changed. I'll keep
you updated.

Allocation Committee-Applications for Project Water requests went out earlier
this month and are due back by February 4th. This is an early allocation for
irrigation users only. They will have the option to buy Enterprise Project Water at
$5.00 per acre-foot or Project Water at $8,00 per acre-foot. The Allocation
Committee will review these requests and make a recommendation to the Board
at the February Board meeting,

Investment Policy and Investment Strategy-Phil is working on an investment
policy for the District that will provide general guidelines on the investment of
District funds. The policy will of course be consistent with the requirements and
limitations of State Budget Law. He is also working on an investment strategy
that will plan our investments for the next three to five years. We are reaching
the maturity date on many of our three-year T-notes, so it is time to consider our
options. Phil will review the policy and strategy documents with the Finance
Committee before bringing a recommendation to the Board.

Pending/Ongoing Items-

1. Board of Water Works of Pueblo-Request to Connect to Pueblo
Dam M&I Outlet Works-Contract Negotiations-
2. Comp Time Policy--comp/ete
3. Fremont County Under-Assessment
4. FVA Pipeline Break-
5. Interim Committee on Growth-

7
