Canon City Annexation <br /> <br />Legislative Matters <br /> <br />Federal Legislative Issues <br /> <br />Warren Act Amendments- I recently sent an update to Colorado water <br />users on our activities as a part of a group seeking an amendment to the Warren <br />Act (see attached January 6th memo). I included in that update a document which <br />summarizes our recent meeting with the Bureau of Reclamation (December <br />7,1999). That summary document is also attached to this General Manager's <br />Report. We are still working toward introducing legislation by the end of <br />February, however, we have outstanding issues within the Colorado Water <br />community that need to be resolved. Lee Miller has begun drafting legislation <br />that will attempt to recognize Reclamation and water user agreement on many of <br />the issues regarding excess capacity contracts. That draft will be ready for <br />review by the first week of February, At that point, I will again sit down with <br />Colorado water users to discuss concerns. In the meantime, I will begin work on <br />project-specific legislation that would serve the same purpose. <br /> <br />s <br />
