." e:' :
lj.o~

. .

.

Reservoir Operation

Planned operation of Turquoise Lake for water year 1978 was made assuming
ideal conditions and corrq::>lying with as many requests by involved entitles
as possible. It is recognized that in actual operation, circlffilStances
may require sare variation fram the plan.

Native inflow to Lake Fork Creek and Busk-Ivanhoe impJrts were estimated
from historic records. The annual results of the probability study
(Exhibit 1 and Exhibit 2) for the 10-, 50-, and 90-percent values were
distributed rronthly on the basis of an average historic year.

The Harestake Project probably will not import any water in water year
1978. Water already in storage in Turquoise Iilke will be delivered
according to their request.

Under a tenp:Jrary contract, the Catlin Canal Company may store their
larkspur Ditch transrrountain diversions in Fryingpan-Arkansas Project
facilities.

.

Pueblo Water Foard aIDS one-half of the Rusk-Ivanhoe imports. Since
the Board does not have a contract to store water in Turquoise Iilke,
their half will be bypassed downstream from Turquoise Iilke. The other
half of the Busk- Ivanhoe imports, belonging to the High Line Canal
Corrpany, will be stored in Turquoise Lake under contract. Releases to
the High Line Canal Corrpany are patterned after previous years.

When their water rights are in priority, CF&I Steel Corporation stores
a portion of the native flow in Turquoise Lake up to 17 ,400 acre-feet
under its 1902 storage right. Release of CF&I water is patterned after
previous years.

Fbrecasted Project imports for 1978 are as follows: Reasonable minimum,
21,000 acre-feet; rrost probable, 40,100 acre-feet: and reasonable
maximum, 60,500 acre-feet.

The arrount of water available for deli very to the Southeastern Colorado
Water Cbnservancy District ranges from 0 under reasonable minimum
conditions to 36,500 acre-feet under reasonable maximum conditions.
Under IlQst probable oondi tions, the anount v.Duld be 16, 000 acre-feet.
The arrount of water available to the District is that in excess of the
buildup storage necessary to operate the project.

Water released fran3Turquoise Iilke will be maintained at a rate equal to
or less than 400 ft /s which is the safe channel capacity of Lake Fork
Creek below Sugar loaf Dam.

Table 5 and Exhibit 9 show the proposed operation of Turquoise lake in
water year 1978.

.

11
