The other proposals

are still in preparation.

HLlS\"/ELL LlESALTING TEST FACILlTY

Early this year the Oepartment of Interior expressed an interest in

turning over the ownersnip and operation 0 f the Roswell Tes t Facility to

a consor t ium of westerll un.lversi ties. There has been a preliminary

expression of interes t from CvHC Directors reyarding this transfer;

Ilowever, no formal ilyreements have been established as of this date. The

New Me)(ico Legislature passed a House Memor.i.al endorsing the transfer of

ownership and uperation of this facility to a consortium of southwestern

universi ties and urged tile New Mexico Water Resources Research Institute

to determine the feas.LbUity of SUCll a transfer and examine the

alternative financial arran,Jements that would be required for its

r

r;ont.inuiny operation. We are still awaiting word from the Department of
Interior on details of that proposal. Of major concern at this time is

how to finance tlh; continued opera lion 0 f the facility.

B-18

'..
