<br />The pri.maxy interest and responsibility of the Public Health Service
<br />in water resource development is the maintenance of water quality.
<br />While emphasizing water pollution control, the program includes the
<br />qualitative ai'1d quantitative aspects of domestic, municipal, and
<br />industrial wate!' supplies. Hosquito control i"or water resource de-
<br />velopment projects is also j.ncluded in the program. Activities for
<br />the Hissouri Basin are carried out under four main categories:
<br />(1) grants ,to state agencies for assistance in strengthening water
<br />pollution control programs; (2) grants to municipalities to assist in
<br />financing the cost of constructing needed sewage treatment 1-70rles;
<br />(3) evaluation of the municipal and industrial lvater supply and quality
<br />maintenance in uater resource development projects; and (4) activities
<br />designed to abate interstate pollution, collect basic water quality
<br />data, prov-l...de technical assistance, and conduct research in water
<br />supply and water pollution control problems, including waste treatment.

<br />These programs are carried out in the Hissouri Basin primarily by
<br />Region VI and Region VIII, with headquarters in KBllsas City, Mlssouri,
<br />and Denver, Colorado, respectively.

<br />State Program Grants
<br />
<br />Since the Federallvater Pollution Control Act (Public Law 660, 1956)
<br />emphasizes that primary responsibility for pollution abatement rests
<br />with the state.." it is essential that the state programs be adequate
<br />to carry out this responsibility. As an aid to placing these programs
<br />on a firm foundation, the Act authorized an appropriation of $3 million
<br />per year through Fiscal Year 1961 for grants to state and interestate
<br />agencies. The Act was amended by Public Lalv 87-88 on July 20, 1961.
<br />As amended, Public law 660 authorized an appropriation of $5 million
<br />per year for grants to states and interstate agencies. Grant alloca-
<br />tions for Stat~ Water Pollution Control agencies of the ten Missouri
<br />Basin States 11 for Fiscal Year 1962 total $467,600, distributed as
<br />follows:
