<br />of the Soil Conservation Service. The Forest Service administers the
<br />program on the lands for which they have administrative jurisdiction,
<br />as do other land managing agencies, The Farmers Home AdnLtnistration
<br />.administers Section 8 of the l{atershed Protection and Flood Prevention
<br />Act, P.L, 566 which, upon application by the legally established
<br />sponsors of the Watershed Protection .Projects, provi.des for federal
<br />loans. The Economic ReSearch Service provides financial investreent
<br />type guidance to considerations for aGricultural development of projects
<br />and multiple-project areas of basin investigations; also reviews the
<br />economic .and financial feaSibility of 1{atershed project plans and reports
<br />on other 1ratel' development projects.

<br />other agencies in the Department have responsibilities that contribute
<br />directly and significantly to the development of the basic soil and
<br />. water conservation program. Since an agricultural economy is dependent
<br />on soil and water, all agencies in the Department could be;lssociated
<br />with a water resource development concept. .

<br />Inter-Agency Coordination
<br />
<br />The stated intent of P.L. 566 is to authorize the SecretarJ of
<br />Agriculture to cooperate with states and local agencies in the planning
<br />and carrying out of l'lOrks of improvement for soil and water conserva-
<br />tion; water management, use, and disposition; and other purposes. The
<br />Act is a legislative effort in coordination. The human engineering
<br />process for accompliShing construction and project operation is largely
<br />through coordination, Documentary understanding is developed with
<br />project sponsors. This phase of the process is usually defined as
<br />assistance rather than as coordination. Except for the direct assist-
<br />ance effort with project sponsors, nearly all the other inter-agency
<br />effort is primarily a coordination process.
<br />
<br />The Soil Conservation Service supplements the financial planning assist-
<br />ance in four states of the Basin - Colorado, Iowa,. Kansas, and Nebraslca.
<br />The financial planning assistance by those four states amounts to
<br />$286,000. The State of Colorado \Jater Conservation Board provides some
<br />of the hydraulic engineering planning assistance. In this instance,
<br />the group planning job is a joint federal-state assistance to local
<br />sponsors. 'In the other six states the Soil Conservation Service,
<br />. currently, provides the funds for planning assistance~ .

<br />The Department is participating in some initial considerations for river
<br />basin investigations with Nebraska on the Elkhorn River.of the Platte
<br />River and Big and Little Blue Rivers; and with South Dakota on the oahe
<br />Conservancy Subdistrict of the James River area.
<br />
<br />The Soil Conservation Service works .lith a state agency, or agencies.,
<br />that process applications for approval, recommending priorities for
<br />planning, in field examinations, and in the review of work plans. The
<br />Service assists some state soil and water conservation boards or com-
<br />missions in securing land rights, and in their performance as contracting
<br />
