<br />This report covers primarily the water resources development and manage-
<br />ment under project-type authorities. Included are watersheds, certain
<br />national forest functions, and certain water research activities. .The
<br />report does not include either progress or program data on the P.L. 46
<br />Hational Soil a.'ld \rater Conse..-vation Program; the Grea.t Plains
<br />Conservation Program; and the Agricultural Conservation Program of
<br />direct assistance to individual farmers and ranchers, all of which are
<br />more or less related to water resources development. The National Soil
<br />and Hater Conservation Needs Inventory, now available for several of
<br />the Basin states, is a source of :uuormation regarding the status of
<br />the land treatment program.
<br />
<br />This report, and its comparison with the report for Fiscal Year 1961,
<br />will indicate the progress in Watershed Protection and Flood Prevention
<br />project activities. The statistical tables Sh01; physical and financial
<br />data for watersheds developed under three. federal authorities: (1) The
<br />Flood Control Act of 1936 as amended, P.L. 738; (2) Pilot Watersheds,
<br />Soil Conservation Act, P.L. 46, Agricultural Appropriation item dated
<br />1953; and (3) the Watershed Protection and Flood Prevention Act, as
<br />amended, P.L. 566.

<br />The flow in the Missouri River is the sum of the outflow from whatever
<br />size geographic subdivisions upstream that are considered. The ,;ater
<br />and, to a lesser degree, some sediment are the physical natural resource
<br />items transported from watersheds to and through the river. These are
<br />physical inter-dependent items that associate small watersheds with
<br />basin development. The land treatment on each acre, field, farm, and
<br />ranch, also affects the small tributary and, to a very minor degree,
<br />the river.
<br />
<br />Because of the extent, intensity, and number of years of progress in
<br />the application of land treatment measures on the watershed lands the
<br />sum of their effects on the waterf10w and sediment transport in the
<br />basin will likely continue to be more significant than that of the
<br />larger water control structures in watershed projects for many years
<br />to come,
<br />
<br />This statement is made as a matter of recognition of the basic program
<br />of soil and water conservation as. applied to watershed lands.
<br />
<br />Agency Responsibility
<br />
<br />The five agencies in the Department having primary responsibility for
<br />project type soil and water conservation are the (1) Soil Conservation
<br />Service, (2) Forest Service, (3) Farmers Home Administration, (4)
<br />Economic Research Service, and (5) Agricultural Research Service. The
<br />
