6. The concensus of the Committee was that the 'task force had pre-
pared an excellent report and that it should prove vaJ.uable as a means of
informing the public .'.. as to the pertinent factors involved in operation
of the main stem reservoir system.

7. Considerable discussion was held on the subject of inviting the
press to attend all meetings of the Committee. The concensus was that
this was not advisable since, in view of the technicaJ. nature of the prob-
lems, the free interchange of ideas would probably be inhibited because
o:f possibility o:f misinterpretation of the proceedings.

8. Annual Operating Plan for 19~8-59. Draft copies of the 1958-59
AnnuaJ. Operating Plan had been mailed to the Committee members by letter
dated l2 September 1958. The Chairman stated that the Plan had been
drafted with the view of achieVing the objectives of operation as discussed
in the April 30, l.958, meeting of the Committee. The usuaJ. procedure was
:fol.l.owed of reviewing and final.1zing the draft section by section. Perti-
nent items of discussion which are not directly re:fl.ected in the final.ized
pJ.an are presented in the following paragraphs.

9. The Bureau of Recl.amation distributed a rewritten section on
power marketing which was adopted a:fter minor editing.

lO. Considerable discussion was hel.d on the closing of the l.958
navigation season in view of the record l.evel. at which traffic was moving
and the prospective heavy movement' of grain and steel. late in the season
which had l.ed to pl.eas by some navigators and shipping interests for
delaying the proposed cl.osing date. Particular attention was focused on
possible lengthening of the l.958 season with a corresponding delay in the
opening of the 1959 season. Because of the higher reservoir rel.eases
required to maintain navigation l.evels in the fall as compared to spring,
and in view of the urgent need to increase reservoir storage reserves,
it was decided that the l.958 season should not be extended and the Cl.osing
dates proposed in the draft were adopted.

l.l. Mr. Pafford pointed out that as a result of the stringent l.1mita-
tions imposed by Oahe closure operations on the latitude of fl.uctuating
Fort Randall pool. elevations, it had not been possibl.e to fl.uctuate the
pool. for carp control. during the 1958 season. In response to a question
from Mr. Buck, Mr. Crabb stated that aUhough earl.ier f'l.uctuations had
undoubtedly inhibited carp spawning, the evidence to date was inconcl.usive
as to the ef:fect on uUimate sport fishery values.

12. On the suggestion of Mr. Dworsky the section on recreation was
expanded to show benefits which have accrued from past operations.
