Considerable discussion was held on the subject of inviting the <br />press to attend all meetings of the Committee. The concensus was that <br />this was not advisable since, in view of the technicaJ. nature of the prob- <br />lems, the free interchange of ideas would probably be inhibited because <br />o:f possibility o:f misinterpretation of the proceedings. <br /> <br />8. Annual Operating Plan for 19~8-59. Draft copies of the 1958-59 <br />AnnuaJ. Operating Plan had been mailed to the Committee members by letter <br />dated l2 September 1958. The Chairman stated that the Plan had been <br />drafted with the view of achieVing the objectives of operation as discussed <br />in the April 30, l.958, meeting of the Committee. The usuaJ. procedure was <br />:fol.l.owed of reviewing and final.1zing the draft section by section. Perti- <br />nent items of discussion which are not directly re:fl.ected in the final.ized <br />pJ.an are presented in the following paragraphs. <br /> <br />9. The Bureau of Recl.amation distributed a rewritten section on <br />power marketing which was adopted a:fter minor editing. <br /> <br />lO. Considerable discussion was hel.d on the closing of the l.958 <br />navigation season in view of the record l.evel. at which traffic was moving <br />and the prospective heavy movement' of grain and steel. late in the season <br />which had l.ed to pl.eas by some navigators and shipping interests for <br />delaying the proposed cl.osing date. Particular attention was focused on <br />possible lengthening of the l.958 season with a corresponding delay in the <br />opening of the 1959 season. Because of the higher reservoir rel.eases <br />required to maintain navigation l.evels in the fall as compared to spring, <br />and in view of the urgent need to increase reservoir storage reserves, <br />it was decided that the l.958 season should not be extended and the Cl.osing <br />dates proposed in the draft were adopted. <br /> <br />l.l. Mr. Pafford pointed out that as a result of the stringent l.1mita- <br />tions imposed by Oahe closure operations on the latitude of fl.uctuating <br />Fort Randall pool. elevations, it had not been possibl.e to fl.uctuate the <br />pool. for carp control. during the 1958 season. In response to a question <br />from Mr. Buck, Mr. Crabb stated that aUhough earl.ier f'l.uctuations had <br />undoubtedly inhibited carp spawning, the evidence to date was inconcl.usive <br />as to the ef:fect on uUimate sport fishery values. <br /> <br />12.
