The Chairman said that in his telephone conversation Mr. Grimes
stated that although he considered that the 1958 gai~ in storage was
satisfactory in view of the poor water supply; however, in setting up
future schedules, it should be borne in mind that a new demand of 6
million acre-feet, to raise Oshe and Big Bend to minimum power pools,
must be met during the course of the next five years.

14. Mr. J. C. Alexander stated that he was not Satisfied with the
established minimum flow requirements for downstreem sanitation needs.
After considerable discussion it was agreed that the plan as drafted
fulfilled the interim objectives as established at the April 1958 meeting
of the Committee and that further discussion would be appropriate at the
April 1959 meeting.

15. The Annual Operating Plan for 1958-59 was agreed upon unanimously
by the Committee members (Mr. Pafford reported that Mr. Grimes had. given
his approval by telephone in the morning, before the meeting). .

16. Public Meeting in Spring of 1959. It was deCided that another
public meeting should be held in late April 1959 with the Chairman to
establish the final date in March. It was also agreed that the arrange-
ments and procedures for the April 1958 public meeting had been very
satisfactory, except that it might be desirable to select another loca-
tion in Omaha for the meeting, and that the Chairman should proceed
accordingly.

17. Other Business. Corps of Engineer representatives briefly
explained that Garrison Reservoir had not filled sufficiently for Garrison
Reservoir water to flow through the conduit into the Snake Creek arm in
1958, and the progress being made towards the installation of an electrical
screening device to prevent passage of rough fish through the conduit.

18.
