These included state <br /> <br />.:;~~1i~) <br /> <br />2 payment for game damages to private property. acquisition of <br /> <br />CJ <br />(0 <br />(0 <br /> <br />3 key tracts of land for dedication to wildlife together with <br /> <br />4 enticing game herds to use this land, and reduction of game herds <br /> <br />5 by increased hunting. <br /> <br />6 Among alternatives favored by the commission were that <br /> <br />7 the costs for materials needed to prevent wildlife damage be <br /> <br />8 included as project costs and continued on a year to year basis, <br /> <br />9 that the land owners waive their right to claim wildlife damages <br /> <br />10 from the state, that these damages be assessed as project's costs <br /> <br />II or that game range lands be purchased. <br /> <br />12 Regarding the issue of fishing easements, the commission <br /> <br />13 indicated a willingness to attempt acquisition through private <br /> <br />-~- <br /> <br />14 negotiations with individual land owners. <br /> <br />15 I commend the Game and Fish Commission and Department for <br /> <br />16 their willingness to consider these mitigation and enhancement <br /> <br />17 alternatives and for the Commission's express support of the <br /> <br />. <br />18 project. I am confident that if the parties continue their barga n- <br /> <br />19 <br /> <br />ing in good faith, that all issues can be resolved satisfactorily <br /> <br />20 <br /> <br />Of the alternatives for wildlife impact mitigation, I <br /> <br />21 <br /> <br />consider the most viable to be that of providing fencing material <br /> <br />22 <br /> <br />to the land owners for construction of deer and elk-proof hay <br /> <br />23 <br /> <br />storage areas and in any event, I cannot overemphasize the import- <br /> <br />24 <br /> <br />ance of arriving at mitigation and enhancement solutions which <br /> <br />25 <br /> <br />are acceptable to the people who will have to live with them, <br />
