As I testified last year, such an acquisiti <br /> <br /> <br />would be so costly that the project would probably fail the cost <br /> <br />benefit feasibility test, litigation arising from the condernnati <br /> <br />of private lands would be expensive, and the taking of private <br /> <br />land would adversely affect the county tax rolls. <br /> <br />I am encouraged by the tone of the EIS and I am hopeful <br /> <br />that this optimistic stance will facilitate the early completion <br /> <br />of the project.
